How to use Re-Freeze

Re-Freeze lets the Ice Monkey target and damage bloons that are already frozen, freezing them again with each hit. Without it, Ice Monkeys ignore frozen bloons, and this limit cannot be removed by damage type buffs, so Re-Freeze is the only way for most crosspaths to keep hitting frozen bloons. Embrittlement and Super Brittle already do this by default.

When to buy it

Paired with Enhanced Freeze, Re-Freeze is good at catching the Golden Bloon of rounds 21 to 30. It cannot keep ceramics frozen permanently, even with Deep Freeze, so it is not a reliable full stall.

As a crosspath, x-x-2 is mainly bought because it leads to Cryo Cannon, and it adds Re-Freeze to top and middle path builds such as 1-3-2 Arctic Wind or 0-4-2 Snowstorm, where refreezing helps keep bloons locked.

Is it worth it?

As a step to Cryo Cannon, yes. As a standalone upgrade it is niche.
